Abstract

The purpose of this paper is to try to discuss some significant concepts of external assistance for agricultural education in developing countries. The scope of the paper has been specifically oriented to the point of view of a recipient of external assistance. This paper is divided into three parts, which consists of the introduction, the forms, objectives and modes of aid, as well as the conclusion. Aid assistance should act as a crutch. It should be able to be withdrawn once the recipient is independent to take over the research. Once the high-level ministers decided to request for aid assistance, the donor country may send a preliminary reconnaissance team to conduct some local studies to collect factual information about resources, the natural conditions and to set a broad aim of the aid program. There are several aspects to be studied. What are the objectives of the program? What are the forms of aid in terms of funds, equipment or manpower needed to support the program? The recipient should undertake this phase to provide adequate planning budget throughout the whole program. What are the provisions involved, i.e., the provision for experts and trainees, if the program fails; the provision to access to all data for the joint research program; the evaluation and review of the program by a joint team on a regular basis? Besides, there should be a provision made available for solving problems of interpretation, extension, renewal and termination of the agreement as well. With a thorough understanding of the recipient’s need and donor’s resources, it improves the prospects to succeed.
